The best clothing manufacturer for a startup is one whose published minimum fits your budget, who makes your type of garment, and who will sample before you commit to production. Below are five manufacturers that publish low minimums, with what each one says on its own website, plus two directories for widening your search.

This is a shortlist to research, not an endorsement or ranking, and I have no paid relationship with any of them. Every detail comes from the manufacturer's own site as I read it in October 2026. Minimums and services change, so confirm everything in writing. If you're new to sourcing, read how to find clothing manufacturers first.

Plan the budget before you request samples

Hypothetical example: four styles at a 30-piece minimum is 120 pieces. At $30 per piece landed, that's $3,600 in production, before samples, labels, photography and shipping. At 50 per style it becomes 200 pieces and $6,000. Run your version through the startup cost calculator.

Decide early whether you need a custom pattern or a branded version of an existing style. That choice changes your shortlist: see cut and sew manufacturers and private label clothing manufacturers. The full launch roadmap lives in how to start a clothing line and how to start a clothing brand.
